Colombia environmental governance and policy implementation

Overview

The Colombian government has initiated several measures to strengthen environmental governance and regional coordination. In early August, the administration began implementing the Escazu Agreement, a regional treaty designed to guarantee access to information, public participation, and justice in environmental matters. To manage this, a presidential decree established the Intersectoral Commission for the Implementation of the Escazu Agreement (CiEscazú) and the Ministry of Environment released an 18-point roadmap to coordinate actions and protect the rights of rural and indigenous communities.

By late August, the government expanded its efforts to improve coordination between national and regional authorities by renewing presidential representatives to the Regional Autonomous Corporations (CAR). Through Decree 1281 of 2026, the administration sought to advance its ‘ABC Agenda’—focusing on water, biodiversity, and communities—while addressing issues such as deforestation, illegal mining, and climate change resilience.
