Colombia fiscal and budgetary developments

Overview

Colombia is navigating complex fiscal challenges involving both service delivery and debt management. The association of subsidized notaries has warned that approximately 500 notary offices, mostly in rural or small municipalities, face potential service suspensions due to budget shortages and insufficient transfers from the Notary Special Account Fund.

Simultaneously, the Office of the Inspector General has directed public entities to review service contracts following the discovery of over 6,000 judicial processes regarding ‘contratos realidad’ (hidden labor relationships). These claims represent a potential fiscal risk exceeding $1.6 trillion pesos.

To address these pressures and a projected budget deficit of 7.2% of GDP, the government completed a record $5.2 billion issuance of dollar-denominated sovereign bonds. The offering, overseen by Finance Minister Miguel Gómez Martínez, was structured in three tranches with maturities in 2032, 2037, and 2056, featuring interest rates of 7.05%, 7.65%, and 8.15%, respectively.

Investor demand reached $17.149 billion, representing 3.3 times the amount issued, with a highly diversified global investor base. This operation concludes the global placement program intended to finance the 2026 General Budget of the Nation and improve the country’s cash position for the 2027 fiscal year.
