Colombia government transition technical committees

In late July 2026, Colombia began formalizing its “empalme” – the statutory hand‑over process between outgoing and incoming administrations. The first announced step focused on the health sector, with interdisciplinary technical committees comprising policy experts, clinicians, administrators, auditors and citizen representatives. Their mandate covered evaluating current health programs, reviewing performance indicators, spotting risks such as budget shortfalls or drug shortages, and issuing recommendations to ensure uninterrupted service delivery during the transition.

A few days later, the government expanded the technical transition to a broader, cross‑ministerial level. Specialized sub‑committees were installed across ministries and administrative departments to compile detailed information on finances, budgets, contracts, ongoing projects, risks and legal matters. This systematic data exchange aims to give the incoming administration a comprehensive overview, allowing it to assume duties without disrupting public services or program delivery.
