Colombia regional infrastructure development
Overview
In Bucaramanga, Mayor Cristian Portilla has outlined a three-stage roadmap to reactivate the SITME mass transit system by 2027. The plan begins in January 2027 with the ‘transición cero’ phase using 24 collective transport buses, followed by the introduction of National Government buses in early 2027, and a final phase in the second half of 2027 to expand service to the Metropolitan Area and evaluate multimodal options like aerial cable cars.
Concurrently, as Colombia prepares its 2026-2030 National Development Plan, regional leaders are proposing strategic projects to improve connectivity. In the central region, proposals include ensuring the navigability of the Magdalena River, constructing the Villeta-Guaduas dual carriageway, and modernizing railway networks and cargo capacity at El Dorado International Airport. In the southern regions, discussions focus on better integrating Nariño and Putumayo, specifically regarding the Tumaco–Pasto–Mocoa–Puerto Asís route which links the Pacific to Brazil.
