Colombian government prison transfer policy

Overview

Under the administration of President Abelardo de la Espriella, the Colombian government has implemented a policy to relocate high-profile inmates from unofficial or specialized facilities to standard correctional institutions. This initiative aims to eliminate prisoner privileges and prevent correctional facilities from being used as centers for political or criminal influence.

In September 2026, former Valle del Cauca governor Juan Carlos Abadía, serving a sentence for corruption, was transferred from the Police National Carabineros School to the Villahermosa prison in Cali. The administration noted that Abadía had allegedly continued to exert political influence while held at the police facility.

Following this, in October 2026, key witness Juan Guillermo Monsalve was moved from La Picota prison to the Cómbita maximum security prison. The government cited Monsalve’s violations of regulations, including consuming alcohol and participating in parties, as justification for the transfer under a ‘zero tolerance’ policy intended to end the use of unofficial residential spaces by inmates.
