Colombo Port City development and maritime upgrades
Overview
The Colombo Port City project in Sri Lanka continues to navigate regulatory scrutiny and shifting investment landscapes. The Committee on Public Finance has previously raised concerns regarding the oversight of over 14,300 visas issued for the special economic zone, questioning the effectiveness of current monthly reporting methods in tracking visa holders.
Financially, the Colombo Port City Economic Commission (CPCEC) aims to recoup 9.7 billion rupees of Treasury funding through upcoming land leases. While the project has secured approximately US$2.19 billion in total investment commitments, it has faced setbacks, including the withdrawal of several proposed projects.
Ports Minister Bimal Rathnayake recently addressed the cancellation of a US$280 million logistics hub project at the Colombo Port. He explained that the project could not proceed due to “improper procedures” in an original agreement to allocate 10 acres of land between the eastern and western container terminals to a Chinese logistics firm. Rathnayake rejected claims that government actions are driving investors away, arguing that proceeding with controversial agreements could instead “discourage future investors.”
In a broader context of maritime and economic development, the United States has announced a US$17 million investment to digitize operations at the Colombo Port. In partnership with the Sri Lanka Ports Authority (SLPA), this funding aims to develop a Maritime Single Window and Port Community System to reduce paperwork and shipping costs. This coincides with signals from President Anura Kumara Dissanayake regarding plans to open national ports and the power grid to private investment to attract foreign capital.
