Because Italian traffic laws do not distinguish between standard and electric bicycles, the restriction applies to all cyclists. This follows a previous 2022 ban on electric scooter rentals.

The measure has sparked significant political opposition. The Democratic Party (PD) of Como has announced its participation in a protest scheduled for September 12 against the municipal resolution approved on August 5. The PD has proposed ten alternative mobility measures, including stricter sanctions for illegal e-bikes that exceed power and speed limits rather than a blanket ban. Other suggestions include establishing dedicated delivery windows for commercial vehicles in the Limited Traffic Zone (ZTL) and ensuring unrestricted access for holders of European Disability IDs (Cude).
