Congonhas Airport exceptional flight regulations

Overview

The Brazilian National Civil Aviation Agency (ANAC) has approved a request from the Brazilian Association of Airlines (Abear) to allow exceptional flight operations at Congonhas Airport in São Paulo after the standard 11:00 PM curfew.

This measure is a legal interpretation of Resolution 55/2008 intended to mitigate the “cascading impacts” of localized disruptions on the national flight network. The authorization is strictly limited to completing flights already scheduled for the day that have been delayed or interrupted by “systemic contingency,” such as severe weather or operational emergencies like gas leaks. It does not change the official operating hours of 6:00 AM to 11:00 PM, nor does it allow for the scheduling of new regular flights during the night.

Implementation of this rule requires an Operational Agreement Letter involving the Air Traffic Control Department (Decea), the airport operator Aena Brasil, and airlines Latam, Azul, and Gol to establish objective criteria for exceptional circumstances.
