Cornwall administrative independence from Devon

Overview

Cornwall has resisted administrative unification with Devon across both local government and healthcare sectors.

In late September 2026, Cornwall Council leader Leigh Frost rejected proposals to unify with Devon under a shared mayoral authority. While leaders in Torbay urged cooperation to maintain regional influence, Cllr Frost stated that Cornwall would pursue its own Strategic Authority deal, citing the county’s unique status as a Cornish national minority.

By October 2026, the government postponed a planned merger between the NHS integrated care boards of Cornwall and the Isles of Scilly and NHS Devon. The merger, originally scheduled for April 2027, faced opposition from local leaders who described the plan as ‘outrageous’. Rather than forming a combined ‘Devonwall’ authority, Cornwall is expected to establish a single Foundation Strategic Authority with devolved powers from the central government.
