Corruption allegations in Indonesian detention centers

Overview

The Ombudsman of the Republic of Indonesia has uncovered various forms of corruption and mismanagement within Indonesian detention facilities.

In early October 2026, reports emerged regarding the Pondok Bambu Class I Detention Center in East Jakarta. An investigation revealed allegations of illegal levies where inmates were reportedly charged approximately Rp500,000 for room changes and up to Rp250 million to access mobile phones. The Ombudsman also noted overcrowding in specific blocks. In response, the Indonesian House of Representatives has called for a thorough audit by the Ministry of Immigration and Correctional Services to identify systemic actors involved in the money flow.

Following these findings, a subsequent inspection of the Class IIA Cibinong Prison in Bogor Regency revealed suspected “luxury clusters.” Ombudsman officials discovered residential buildings equipped with amenities such as sofas, refrigerators, televisions, dining tables, a fitness facility, and a golf simulator. While investigations into inmate payments for these residences are ongoing, the inspection also highlighted security vulnerabilities, including unlocked access points and the presence of alcohol.
