Corruption and fraud in Indonesia's National NutritionAgency

Overview

The National Nutrition Agency (BGN) has faced scrutiny regarding the management of the Free Nutritious Meal (MBG) program. Initially, BGN Head Sudaryono issued a warning against fraudulent individuals impersonating agency leadership to scam partners and investors. These scammers reportedly offered to expedite kitchen operations or lift suspensions in exchange for bribes.

Following these warnings, the Indonesian Attorney General's Office identified Colonel Budi Utomo as a suspect in a corruption investigation involving the MBG program. Utomo is one of seven suspects allegedly involved in fraudulent activities, including the procurement of goods and services, the sale of Nutrition Fulfillment Service Unit (SPPG) locations, and corruption related to food trays. State losses resulting from the alleged corruption are estimated to reach Rp10 trillion.

Recent developments have specifically identified Budi Utomo, a former official serving as the Secretary of the Deputy for Provision and Distribution, in connection with the procurement of electric motorcycles. Investigators allege that the Rp1 trillion project involved price markups, contract violations, and the manipulation of handover documents. While 100% of the payment was processed, only 3,229 out of 21,081 units have reportedly been received.

Due to the involvement of both military and civilian elements, legal proceedings are being conducted through a connectivity mechanism involving the Military Criminal Division (Jampidmil). Utomo is currently detained at the Pomdam Jaya detention center.
