Corruption investigation and arrest of Robert Kocharyan

Overview

Former Armenian President Robert Kocharyan and his eldest son, Sedrak Kocharyan, have been placed in two-month pre-trial detention following a major anti-corruption investigation. Prosecutors allege that during his presidency from 1998 to 2008, Kocharyan abused his official authority to misappropriate public assets and transfer state-owned properties to himself and associates at prices significantly below market value.

The investigation includes examining financial transfers made in Sedrak’s name between 2001 and 2019, estimated at approximately 144 billion Armenian drams.

Following his arrest, the 71-year-old Kocharyan was hospitalized due to deteriorating health and high blood pressure. While he was previously scheduled for cardiovascular surgery, reports indicate a dispute regarding his medical care; investigative authorities transferred him to the Saint Gregory the Illuminator medical center rather than his preferred facility, Erebuni, where he recently underwent surgery.

The legal actions have intensified political tensions between the Kocharyan family and Prime Minister Nikol Pashinyan. While the government maintains the investigation is a legal matter regarding illegal enrichment, the Armenia Alliance opposition bloc has condemned the arrests as a “politically motivated” attack. Analysts suggest these developments may also reflect shifting dynamics in Armenia’s relationship with Russia.
