CPLP multilateral social security convention approval

The Brazilian Senate has moved to validate the Multilateral Convention on Social Security of the Community of Portuguese Language Countries (CPLP), an agreement originally signed in 2015.

Initially, the Senate’s Foreign Relations and National Defense Commission approved the text of the convention (PDL 461/2022). This agreement allows Brazilian workers in Cabo Verde, São Tomé and Príncipe, Mozambique, and Portugal to combine their contribution periods to qualify for age retirement, disability retirement, and survivor pensions. Under the terms, each participating nation pays benefits proportional to the time the worker contributed within its specific territory.

Following the commission's approval, the Senate officially approved the measure. Senator Carlos Viana, the rapporteur, stated that the convention protects workers within the CPLP bloc while reducing costs for the Brazilian public treasury. While the current agreement focuses on four specific nations, others including Angola, Guinea-Bissau, Equatorial Guinea, and Timor-Leste have expressed potential interest in joining. The convention does not extend to healthcare, social assistance, or benefits for individuals without a contribution history.
