Overview

The Croatian government has submitted a package of criminal law amendments to Parliament, formalizing plans to introduce life imprisonment effective January 1, 2027. This maximum penalty is intended for 15 categories of severe crimes, including genocide, war crimes, crimes against children, severe murders, and ecocide. Under this proposed framework, offenders sentenced to life imprisonment may apply for parole only after serving 25 years, provided they demonstrate significant behavioral changes.

The reforms also formalize the crime of ecocide, which carries a minimum ten-year sentence and is not subject to statutes of limitations. Additionally, the amendments include new provisions regarding animal abuse.

Regarding the management of high-risk individuals, the government intends to establish specialized inter-sectoral institutions to house socially dangerous offenders with violent personalities after they complete their prison sentences. While Health Minister Irena Hrstić stated that these facilities will fall under the Ministry of Health to provide individual treatment, the plan has met professional resistance. Goran Arbanas, head of the Forensic Psychiatry Institute at Vrapče Clinic, warned that placing non-mentally ill criminals within the healthcare system could “stigmatize mental health patients and overburden medical resources.”

Further legislative efforts under consultation include restrictions on state aid, ensuring individuals who incite fires or celebrate aggression against Croatia are barred from receiving agricultural subsidies.
