Croatia FINA debt counseling initiative

Overview

The Financial Agency (FINA) is launching free counseling centers to assist citizens facing debt or the risk of over-indebtedness. Scheduled to begin on November 20, these services will be available at FINA branches across Croatia.

Implemented under the new Consumer Credit Act, the program provides individualized financial, legal, and psychological assistance. Advisors will help citizens analyze income and expenses to create repayment plans and offer guidance on legal rights and communication with creditors. The initiative aims to support those struggling with loan repayments, unpaid bills, or debt enforcement, as well as individuals facing imminent financial instability.

While the program offers technical support and assistance in navigating debt resolution, FINA noted that the counseling does not guarantee the automatic cancellation of debts or the mandatory acceptance of repayment plans by creditors. The centers are expected to be fully operational by January 1, 2027.
