Côte d'Ivoire live performance sector regulation

Overview

The Ivorian Ministry of Culture and Francophonie has introduced a new regulatory framework for the live performance sector via Decree No. 0750/MCF/CAB. The reform requires all individuals or legal entities in the performing arts to obtain one of three specific licenses: License A for venue operators, License B for producers and tour entrepreneurs, and License C for distributors.

To enhance security and economic tracking, the ministry is mandating venue certification and computerized ticketing for venues exceeding 200 seats. While the government intends to structure a fragmented sector, the move has prompted debate among artists and organizers regarding potential financial burdens and administrative constraints on independent performers and small-scale cultural structures. A pilot phase for Licenses B and C is scheduled for mid-September to mid-October 2026.
