Cuba public transportation crisis
Overview
In late September 2026, Cuban authorities in Granma and Las Tunas began efforts to revitalize public transport. In Granma, railway services were restored on the Bayamo – Julia – Mabay route, with plans to expand operating days. In Las Tunas, officials prepared for a gradual reopening of road and rail services, including the implementation of dedicated fuel cards to ensure resources were used exclusively for passenger transport.
By late October 2026, the situation shifted to a critical decline. Minister of Transport Eduardo Rodríguez Dávila reported a nearly 90% reduction in urban, interurban, and short-distance public services. This collapse followed a de facto blockade on fuel imports imposed by the United States in January.
Infrastructure impacts include national bus departures dropping from 419 to an average of 11 per day, and provincial train frequency decreasing from once every four days to once every 16 days. As a result, citizens have increasingly turned to private transport, shared rides, and electric vehicles.
