Curitiba councilor xenophobia case
Overview
In early August 2026, Curitiba councilor Tathiana Guzella (PL) told fellow councilor Vanda de Assis (PT), who was born in Ceará, to “go back to Ceará” during a debate on a municipal registry for people in street‑situations. Vanda de Assis denounced the remark as xenophobic, prompting a criminal complaint to both the Federal Public Prosecutor’s Office and the Paraná State Prosecutor’s Office. Four cassation requests were also submitted to the municipal council, alleging a breach of parliamentary decorum, with the council’s ethics committee set to review the petitions on 12 August.
Two days later, the Paraná Public Ministry (MPPR) formally filed a criminal complaint against Guzella under Brazil’s anti‑discrimination law (Law 7.716/1989). The complaint seeks criminal liability (one to five years’ imprisonment) and civil indemnities of 20 and 40 minimum wages for moral and collective moral damages, respectively. Guzella continues to deny xenophobic intent, framing her comments as political criticism of the bill.
