Cyberattacks on Moldova digital public services

Overview

Between October 22 and October 26, 2026, the Republic of Moldova experienced a series of significant cyberattacks targeting its digital public services. The initial incident involved approximately 11 million access requests aimed at extracting citizens' personal data.

In response, authorities from the Electronic Government Agency (AGE), the Information Technology and Cybersecurity Service (STISC), and the Cybersecurity Agency (ASC) preemptively disconnected targeted platforms to prevent unauthorized access. These actions resulted in the temporary unavailability of over 80 online services, including criminal records, apostilles, and various documents for entrepreneurs and businesses.

While specialists worked to secure and relaunch systems, officials advised citizens to use physical offline counters for necessary documentation. Government officials have expressed suspicion that these incidents are part of a broader series of “hybrid attacks” against the country. Authorities also warned the public of increased fraud risks, noting that scammers might use stolen information to conduct phishing attempts via phone, SMS, or email.
