Cyprus disability inclusion and social reform
Overview
Cyprus has introduced a series of reforms aimed at improving the social and economic inclusion of persons with disabilities. In early August 2026, President Nicos Christodoulides unveiled a new Policy Framework designed to create a unified system linking education, vocational training, and employment. This framework includes extending compulsory special education to age 22 and launching empowerment programmes in vocational training centres.
Following this policy unveiling, the government implemented financial reforms under the 2026 Law on Social Participation, Inclusion, and Independent Living. An additional €106 million has been allocated for the 2026-2028 period to fund increased social benefits. These adjustments include higher monthly payments for children, adults, and seniors with disabilities, as well as increased home care and mobility allowances. Government Spokesperson Konstantinos Letypieris noted that these increases would be applied automatically to existing beneficiaries.
