Decline and regulatory pressure in the Italian bar sector
Overview
Italy continues to face a significant decline in its bar and small business sector. Data from Confesercenti confirms that between 2019 and 2025, the country lost over 24,000 bar establishments, a 14.2% reduction averaging approximately 11 closures per day. This contraction, which has resulted in an estimated economic loss exceeding 7.2 billion euros, is driven by rising costs for energy, raw materials, labor, and rent, alongside diminished consumer purchasing power and the impact of remote working on urban foot traffic. The crisis is particularly acute in Rome, which has lost more than 3,000 establishments, representing a decrease of over 30 percent.
Beyond economic pressures, the sector is facing increased scrutiny through regulatory crackdowns and pricing controversies. In Rome’s Trastevere district, authorities recently closed two well-known restaurants, Nannarella and Cencio La Parolaccia, following inspections that uncovered pests, safety violations, and illegal labor; one establishment received a fine of up to 90,000 euros. Additionally, reports of excessive pricing in historic locations have surfaced, such as customers being charged over 35 euros for coffee and cake.
Recent data from Confcommercio and Confesercenti indicate that this ‘commercial desertification’ extends to essential retail. Since 2019, approximately 111,000 retail businesses have closed nationwide, leaving 1,064 municipalities without grocery stores and 566 without any bars. In over 5,000 municipalities—nearly two-thirds of the country—at least one type of basic proximity service, such as bakeries, butchers, or newsstands, has disappeared. Projections suggest that by 2026, vacant commercial premises could reach 458,000. Confcommercio has called for government intervention to support local economies, while political debates continue regarding tax incentives for landlords and sustainable rental agreements.
