Delaware Governor Matt Meyer has signed a legislative package aimed at protecting energy consumers from rising utility costs. The laws specifically target high-capacity energy users, such as hyperscale data centers, to prevent them from passing infrastructure and electricity upgrade costs onto residential and small business ratepayers.

Under the new regulations, Delmarva Power is required to establish a separate, higher electricity rate for these large-scale facilities. Additionally, these entities are now ineligible for certain job-creation tax credits. These measures follow projections from PJM Interconnection suggesting that data center growth could increase average wholesale electricity prices by more than 80%.
