Delhi student housing shortage and safety crisis

A severe shortage of affordable student housing in Delhi has transitioned from a human rights concern to a formal policy investigation. The issue gained prominence following a building collapse in the Satya Niketan area, which resulted in seven deaths and highlighted the dangers of unregulated private accommodations.

The National Human Rights Commission (NHRC) intervened by directing the Delhi Chief Secretary and the University Grants Commission (UGC) to address the crisis, noting that the lack of residential facilities places significant financial and well-being burdens on students. Data indicated that out of 91 University of Delhi colleges, only 20 provide hostel facilities, leaving a massive gap between the 250,000 students and the approximately 7,000 available seats.

In response, a 20-member High-Powered Committee was formed by the Lieutenant Governor to address accommodation shortages and safety standards. Chaired by Minister Ashish Sood, the committee is tasked with coordinating between various departments and institutions to explore solutions such as campus expansions, the conversion of underutilized government properties, and the implementation of a mandatory registration system for both institutional and private accommodations.
