Demographic and developmental challenges in Boyacá
Overview
The department of Boyacá is facing a demographic crisis characterized by declining birth rates, an aging population, and youth migration. A report based on DANE projections indicates that Boyacá contains 13 of Colombia’s 22 municipalities with fewer than 2,000 inhabitants. This shift presents budgetary challenges, as lower populations lead to reduced resources from the General Participation System (SGP).
In response to regional needs, the National Planning Department has convened meetings in Tunja to incorporate local priorities into the 2026–2030 National Development Plan, titled ‘Colombia, La Patria Milagro’. Regional actors are advocating for investments in critical infrastructure, including road networks for harvests, hospital capacity, and access to potable water, to influence national investment decisions over the next four years.
