Overview

Italy is facing a demographic crisis in its business sector, characterized by an aging entrepreneurial base and a lack of generational succession. A CNA report titled ‘Imprese senza ricambio’ notes that as of June 2025, approximately 315,000 individual business owners are aged 70 or older, representing 10.7% of the total. This is an increase from 8.9% in 2015, occurring despite a decline in the overall number of individual businesses.

This aging trend is compounded by a shrinking pool of potential successors. Between 2014 and 2024, businesses led by individuals under 35 fell by over 153,000 units, a 24% reduction. Nationally, the population aged 20 to 39 decreased by approximately 1.4 million people (nearly 10%) between 2015 and 2026. The contraction is most severe in construction (-38.7%), commerce (-36.2%), and industry (-35.9%).

Regional impacts vary. In Sardinia, the decline in businesses headed by those under 35 reached 26.6% between 2014 and 2024. In Macerata, the crisis is particularly acute, with nearly one in six entrepreneurs aged over 70. In response, the Partito Democratico (PD) has called for the creation of tools involving universities and business associations to help young people enter companies, warning that the loss of aging entrepreneurs without successors leads to the “disappearance of jobs, skills, and local wealth.”

Massimiliano Balducci, president of Confindustria Giovani Macerata, is advocating for a permanent committee or observatory on generational turnover. He emphasizes that successful transition requires transferring “values and culture alongside responsibilities” to ensure long-term continuity.
