Die Linke rent cap proposal and nationwide petition

The German political party Die Linke has proposed a nationwide rent cap to address housing shortages and unaffordable living costs. The proposal includes a two-stage model consisting of an immediate nationwide rent freeze followed by the implementation of local rent ceilings. These ceilings would vary based on the severity of local housing markets, categorized into non-tense, tense, and housing emergency zones. Additionally, the plan seeks to reform how local comparative rents are calculated by using true average rents rather than focusing on expensive contracts from recent years.

To support the legality of the measure, the party provided a legal opinion from Professor Thorsten Kingreen, asserting the plan is compatible with the German Basic Law. Die Linke also called for an annual 20 billion euro investment in social housing, citing a significant lobbying imbalance where real estate interests significantly outspend tenant representatives.

Federal Minister for Housing Verena Hubertz (SPD) has criticized the proposal, describing it as “unrealistic and difficult to manage in practice.” Hubertz suggested that policy should instead focus on increasing the housing supply to ensure affordability.

In August 2026, a nationwide alliance of approximately 70 organizations, including tenant associations, the Green Party, Die Linke, and Verdi-Jugend, launched a petition titled ‘Mietendeckel jetzt’. Presented on the Reichstag meadow in Berlin, the campaign demands an immediate six-year freeze on rent increases, the reduction of existing rents to local averages, and price caps for new rental agreements. Proponents highlight that rents in cities like Berlin and Leipzig have risen by up to 70 percent over the last decade, leaving seven million households spending more than 30 percent of their income on rent. Conversely, the German Institute for Economic Research (DIW) warns that such a cap could decrease construction activity and lower housing quality.
