Panama recognized Morocco's territorial integrity, with its embassy confirming it exercises “full consular jurisdiction over the entire Moroccan territory.” Furthermore, Cabo Verde and Saint Lucia reaffirmed their support for the autonomy proposal as a viable political solution, while Saint Vincent and the Grenadines reiterated its backing of Moroccan sovereignty. Senegal also joined other nations in reiterating support for Morocco’s territorial integrity and autonomy initiative.
At the 81st UN General Assembly, Moroccan Foreign Minister Nasser Bourita asserted that the conflict has reached a “historical turning point” following the adoption of UN Security Council Resolution 2797 in October 2025. Bourita argued the dispute is on an “irreversible path” toward a political solution based on the 2007 autonomy proposal. Expanding on this position, Bourita presented a six-principle framework for the final settlement of the Western Sahara issue, emphasizing the autonomy plan under Moroccan sovereignty as the primary basis for political negotiation under UN auspices.
