Domestic violence shelter capacity in Germany

Overview

In Saxony, a parliamentary inquiry revealed a significant shortage of shelter spaces for victims of domestic and sexualized violence. Last year, at least 306 women, 20 victims of human trafficking, and 50 men were denied placement due to capacity limits. While family protection spaces increased slightly, the state remains below the requirements of the Istanbul Convention.

In other parts of Germany, efforts to expand capacity are underway. Berlin has opened a new women’s shelter operated by Berliner Stadtmission, adding 46 beds for women and children to bring the city’s total capacity to 921 beds. Meanwhile, in Sachsen-Anhalt, officials noted that women and children are staying in protective shelters longer, with the average duration increasing to 69 days. This trend is attributed to a lack of affordable housing and administrative delays in social and immigration offices.
