Dominican Republic electricity consumer protection

Overview

The Office for the Protection of the Electricity Consumer (Protecom) in the Dominican Republic has faced significant administrative challenges and has since introduced new digital resources for consumers.

In the first quarter of 2026, Protecom reported a backlog of 38,813 pending files, driven by rising electricity bills and persistent blackouts. Expert Marino Hilario noted that the distributor Edeeste accounted for nearly half of the national total of pending claims. Hilario suggested that these mass complaints indicate “structural failures in the oversight of electricity distribution companies” and should prompt investigations into systemic billing or metering issues.

To address these concerns, Protecom launched an Electricity Bill Calculator, accessible via its website and the Superintendencia de Electricidad portal. The tool allows users to estimate expected payments based on consumption, distribution company, and tariff category. It provides a breakdown of costs, distinguishing between the amount billed without subsidies and the state contribution, while allowing users to compare monthly fluctuations.

The calculator serves users of regulated distributors, including Edesur, Edeeste, and Edenorte. This initiative follows a period of high complaint volumes; during the first half of 2026, Protecom recorded 29,833 new claims and issued 52,254 decisions, with 17,466 rulings issued in favor of consumers.
