Dominican Republic government transparency developments

Overview

In the Dominican Republic, the General Directorate of Government Ethics and Integrity (Digeig) reported high levels of transparency compliance for the second quarter of 2026. According to Digeig, 93% of 229 evaluated public institutions met transparency standards, with 212 institutions scoring 85 or higher. This evaluation included ‘Active Transparency’ regarding budget and procurement reports, as well as ‘Passive Transparency’ concerning responses to citizen information requests.

However, concerns regarding government transparency have emerged following reports that the Comptroller General’s Office (CGR) has declined to publish recent audit findings. Comptroller Geraldo Espinosa Pérez cited Law 10-07 to justify withholding reports until they are officialized by the Executive Branch. This stance represents a shift from previous policies that emphasized the publication of audit results. Data indicates that only approximately 9.7% of the 390 audits conducted between 2023 and 2025 have been made public.
