Dominican Republic institutional oversight and auditing

Overview

The Chamber of Accounts of the Dominican Republic (CCRD) has initiated efforts to modernize its oversight capabilities and address financial discrepancies within state institutions.

In early September 2026, the CCRD signed a cooperation agreement with the Organization of American States (OAS) to strengthen anti-bribery mechanisms and transparency. This partnership includes technical assistance to implement the ISO 37001 international standard for anti-bribery management systems, aimed at increasing public trust and elevating auditing standards.

By late September 2026, the CCRD released the results of an audit into the General Directorate of Customs (DGA) covering the period from 2016 to 2019. The audit identified 44 irregularities totaling approximately RD$18.9 billion. Key findings included RD$11.1 billion in revenue that was not deposited into the Treasury’s Single Account, RD$3.6 billion lacking supporting documentation, and RD$2.2 billion in unverified inventories. The report also noted issues such as unpaid tax withholdings, disbursements without invoices, and procurement practices designed to evade bidding requirements.
