DRC and Rwanda security crisis in Great Lakes region

Overview

The United States has urged the Democratic Republic of the Congo (DRC) and Rwanda to honor the Washington Accords, specifically calling for a respect of the ceasefire, an end to drone strikes, and the avoidance of inflammatory rhetoric. As the MONUSCO mandate approaches its December expiration, the DRC and Rwanda are preparing a planning conference to discuss disarmament and security engagements, amid Kinshasa’s demands for Rwandan force withdrawals and sanctions.

In response to the ongoing security crisis in eastern DRC, Germany has offered to serve as a neutral mediator. German Deputy Foreign Minister Serap Güler met with President Félix Tshisekedi to propose coordinating mediation efforts with the United States and Qatar. During these discussions, Germany emphasized that Rwanda’s security concerns do not justify violations of international law or infringements on the sovereignty and territorial integrity of the DRC.
