DRC social welfare and reparation initiatives

The Democratic Republic of the Congo has initiated several large-scale social and humanitarian programs to support vulnerable populations.

In August 2026, the government announced a permanent national solidarity campaign to be inaugurated by President Félix Antoine Tshisekedi. This initiative aims to provide sustained support to over 15 million citizens, including widows, orphans, and the elderly. The target population is largely comprised of those affected by conflict and displacement, epidemics, and climate-related hazards. To manage these resources, the government is implementing a digital portal for mobile and bank transfers.

Following this, in September 2026, the Ministry of Justice launched a $120 million reparation program through the Special Fund for the Distribution of Compensation to Victims of Uganda's Illicit Activities in the DRC (FRIVAO). This phase allocates $30 million each to the provinces of Ituri, North Kivu, Haut-Uélé, and Bas-Uélé. The funds are designated for collective community projects such as health, education, and economic recovery, fulfilling aspects of a 2022 International Court of Justice ruling.
