Dung Quat Refinery operations and production
Overview
The Dung Quat Refinery, managed by Binh Son Refining and Petrochemical (BSR), has reported strong financial and operational performance through the first seven months of 2026. The facility operated at a record average converted capacity of 124%, generating approximately 120 trillion VND in consolidated revenue and 18.9 trillion VND in pre-tax profit. Production volume reached 4.76 million tons, exceeding planned targets.
The refinery has also expanded into biofuels, with the Dung Quat Bio-Ethanol plant resuming operations and the company initiating commercial sales of B5 biodiesel. BSR has further expanded its processing capabilities by successfully testing new crude types, bringing the total number of processable varieties to 40, comprising 12 domestic and 28 imported types. Notably, the refinery has mastered the technology to process Nigerian Erha crude and Sao Vang - Dai Nguyet condensate.
During the September 2 National Day holiday, the refinery successfully received approximately 1.25 million barrels of crude oil via the vessels PVT Hera and PVT Mercury. This reception, involving sources such as Rạng Đông, Bạch Hổ, Sư Tử Đen, and Chim Sáo, was completed to ensure continuous production and national energy security.
In related developments, Fitch Ratings has maintained BSR’s long-term credit rating at ‘BB+’ with a ‘Stable’ outlook. This rating is equivalent to the credit ratings of PetroVietnam and the Vietnamese government, representing the highest level BSR can achieve under the national ceiling. Furthermore, preparations are underway for the EPC contract of the Dung Quat Oil Refinery upgrade and expansion project following its signing in July 2026.
