Economic and governance challenges in Mozambique
Overview
State-owned insurer Empresa Moçambicana de Seguros (Emose) reported a 55.3% increase in claim costs for 2025, totaling €16.8 million. The company noted that the surge was driven by the post-election crisis following the October 2024 general elections, which resulted in months of protests, looting, and clashes. Specifically, fire and natural-event claims saw an increase of over 1,400%. Despite these losses, Emose expanded its market share to 13% as premium income rose by 42.8%.
Separately, the Central Anti-Corruption Office (GCCC) reported that Mozambique lost approximately 43.6 million euros to corruption during the first half of the year. Of the 1,646 processes handled by the GCCC, 368 resulted in accusations. The most frequent crimes identified were passive corruption, abuse of office or function, and active corruption. Authorities have recovered approximately 7,841 euros through their investigations.
