Economic and land-use developments in La Guajira

Overview

The Colombian government has introduced several measures to address economic and land-use challenges in the La Guajira region.

Agriculture Minister Indalecio Dangond repealed the Areas of Special Importance for Food Production (Appa) restrictions in eight municipalities in southern La Guajira, restoring municipal control over territorial planning. Regarding local agriculture, Dangond noted that rice cultivation in areas like Fonseca has become economically unviable due to high costs and low yields.

To expand the national energy supply, Vice President José Manuel Restrepo and Minister of Mines and Energy María Nohemí Arboleda have launched a strategy to unblock approximately US$2.5 billion in potential energy investments. This initiative targets administrative and regulatory obstacles hindering wind and solar power developments. Alexandra Hernández, president of the renewable energy association SER Colombia, stated that six projects with approved environmental licenses already represent 1,027 megawatts of capacity, with some entering the bidding stage and potentially beginning construction within two to three years. The government maintains that these projects must be developed alongside local communities to ensure social benefits and investor guarantees.

To mitigate the effects of the El Niño phenomenon and seasonal droughts, the regional government is promoting the ‘Forrajes Milagro’ program to support livestock producers through improved animal nutrition.
