Overview
In late July 2026 the Ecuadorian government began consolidating the ministries of Economy and Finance, Production, Commerce, Foreign Trade and Investments, and Agriculture, Livestock and Fisheries into a single Ministry of Economic Development and Production, per Executive Decree 425, with integration to be completed by 20 August while the incumbent ministers remained in place.

The plan, prepared with technical assistance from the Inter‑American Development Bank, calls for coordinated action among national and regional governments, the private sector, workers, academia and civil society.
Critics note that the agenda does not address constitutional reforms they consider necessary to attract larger private investment and to achieve the targeted sustained growth of about 4‑6 % per year.
