Ecuador infrastructure and flood management
Overview
In Guayaquil, the City Council approved a USD 4.22 million transfer to EMAPAG-EP to fund 21 drainage and flood prevention projects. This initiative, part of Plan Choque IV, seeks to mitigate risks from heavy rains and the El Niño phenomenon by improving infrastructure such as ducts and valves. In the Guayas province, construction of a Delta-type metal bridge in the Churute area has reached 60% completion. This provisional structure is intended to restore safe traffic on the Puerto Inca–Naranjal road following an explosive attack that damaged a previous concrete bridge. Technical adjustments were made to the construction due to increased river flow from El Niño. A permanent four-lane bridge and road expansion are planned for next year. In Quito, municipal teams used heavy machinery to clear mud and sediment from the streets of Buenaventura de Chillogallo following recent flooding. The Quito Emergency Operations Committee reported that while flooding caused significant debris, no serious injuries or major damages were reported. Recent severe rainfall and the El Niño phenomenon have since escalated, causing widespread flooding and infrastructure damage across Ecuador. In Quito, neighborhoods such as Carapungo and Buenaventura de Chillogallo have experienced submerged homes, mud accumulation, and collapsed walls, raising concerns that road blockages and crop damage could disrupt food supplies in local markets. In Machala, 188 families in the Las Katias sector report critical conditions, including waist-high water and a lack of potable water. In Guayaquil, heavy rains have washed 1.7 tons of waste into the Estero Salado, threatening the mangrove ecosystem. Following recent October rains, the Municipality of Quito identified 321 neighborhoods vulnerable to flooding and landslides, affecting approximately 969,008 residents across 35 parishes. Municipal diagnostics indicate 210 neighborhoods face ‘very high exposure,’ while 27 are classified as ‘high risk,’ often due to proximity to ravines or unstable terrain.
