Egypt economic and social welfare reforms
Overview
Following mandates from the ‘Egypt Forum 2026’, the Egyptian government has initiated a series of strategic plans to improve living standards and social services. Prime Minister Mostafa Madbouly announced a plan to increase the national minimum wage from 8,000 EGP to 15,000 EGP by the 2029/2030 fiscal year.
Specific sectoral targets have been established to support this transition. The Ministry of Finance and the Ministry of Education detailed a two-stage plan to increase teacher salaries by 5,000 to 6,000 EGP over two years, aiming to reach a minimum income of 15,000 EGP for approximately 1 to 1.2 million teachers by 2029. Educational reforms also include upgrading technical schools and expanding Japanese-Egyptian schools.
Broader economic objectives include increasing natural gas and crude oil production, expanding renewable energy capacity to 30 GW by 2028, and investing 1 trillion EGP to provide one million new housing units over four years.
