Egypt labor market and vocational training initiatives

Overview

Egypt’s Ministry of Labor has initiated efforts to modernize the national workforce through strategic training and direct employment support. Minister of Labor Hassan Raddad launched a National Vocational Training Strategy designed to unify training mechanisms across ministries, labor unions, and the private sector. This initiative aims to align youth skills with domestic and international market demands, shifting the focus toward “training what can be employed” to enhance global competitiveness and provide legal alternatives to irregular migration.

Building on this strategy, the ministry has facilitated numerous job opportunities through periodic employment bulletins. Recent efforts included a recruitment drive for 2,539 positions across 11 governorates, followed by a weekly bulletin offering 2,541 new job opportunities provided by 48 private sector companies across 16 governorates.

Expanding its scope to international cooperation, Minister Raddad recently met with Japanese Ambassador Fumio Iwai and representatives of Japanese companies operating in Egypt. The discussions focused on strengthening bilateral cooperation in investment, labor, and vocational training. Raddad addressed specific challenges faced by Japanese firms, such as foreign work permit procedures and the application of labor laws, pledging to coordinate with authorities to streamline these processes.

To support business stability, the Ministry has established an ‘Investor Facilitation Unit’ to improve communication with business owners and resolve legislative hurdles. Furthermore, the Ministry plans to conduct awareness seminars regarding Labor Law No. 14 of 2025 to clarify legal rights and obligations, aiming to balance worker rights with employer interests and enhance productivity.
