Egypt mobile line registration regulation

Egypt is implementing stricter regulations for mobile phone line registration to combat identity fraud and cybercrime. Following a controversy where a student received a life sentence for drug trafficking due to a mobile line registered in his name being used by an unknown individual, authorities have moved to enhance verification processes.

Initial measures announced by the House of Representatives’ Communications and Information Technology Committee include the use of facial recognition and the verification of a user’s mother’s name to ensure identity authenticity. The National Telecommunications Regulatory Authority (NTRA) has also begun reviewing user data, noting that lines inactive for three consecutive months may be deactivated.

As the situation progressed, the NTRA referred the country’s four mobile network operators—Vodafone, Orange, WE, and e&—to the Public Prosecutor following complaints of lines being registered without citizen consent. New regulatory actions include halting the sale or activation of lines through corporate or government entities. Mobile operators are now required to have existing line holders visit branches to sign new contracts in their own names or face permanent cancellation.

Recent developments show a significant rise in complaints regarding unauthorized registrations, which have doubled from approximately 3,000 to 6,000. The NTRA has issued urgent warnings regarding fraudulent calls claiming to require mobile data updates. To combat these issues, citizens can now visit mobile company branches to submit a ‘non-possession form’ to immediately deactivate lines registered in their names. Furthermore, a new biometric authentication system utilizing facial recognition is expected to be fully implemented by September to ensure accurate user verification.
