The proposed union would classify developers based on technical and financial capabilities, review sales contracts, and assist in dispute resolution. To ensure compliance, the law includes a system of penalties ranging from formal warnings to expulsion from the union, though the state will maintain supervisory authority.
Parliamentary officials are further advocating for enhanced transparency and clearer criteria to protect stakeholders. Ahmed Shalaby, Chairperson of the House of Representatives' housing committee, emphasized the need for transparent assessments as the government prepares this framework. Additionally, committee member Ahmed El-Shenawy noted the sector’s importance as an economic driver and advocated for regulating land allocation to ensure it reaches capable developers with technical expertise rather than speculators. The draft law is currently undergoing legislative review and discussions with developers before submission to the Cabinet and the House of Representatives.
