Egypt shop licensing reforms

In late July 2026 Egypt’s Ministry of Local Development and Environment, led by Minister Manal Awad, began a two‑phase effort to curb unlicensed commercial activity and streamline licensing. On 25 July, field inspections in four Cairo neighborhoods resulted in the shutdown of 32 unlicensed shops, warnings to about 50 owners, and the removal of a building violation, with officials pledging ongoing monitoring to improve traffic, public order and environmental quality.

A week later, on 31 July, the ministry launched an electronic public‑shop licensing service on the Egypt Digital platform. Immediate field visits to the Gharbia governorate tested the system, issuing 120 settlement forms and 24 building permits. Parallel inspections in Port Said highlighted a backlog of 556 pending requests and 250 files under review, prompting the minister to order their clearance and reinforce cleanliness and fire‑safety standards. The rollout underscores a shift from punitive enforcement to digital facilitation aimed at simplifying procedures, reducing processing times and improving the business environment.

Together, the actions illustrate a coordinated crackdown on illegal shops followed by the introduction of a digital licensing framework to regularize and support legitimate businesses across Egypt.
