El Niño impact mitigation in Bahia

Overview

The state of Bahia is implementing measures to mitigate the impacts of El Niño, specifically addressing water insecurity and extreme weather.

Initially, the Bahia and Brazilian Federal governments allocated R$ 1.42 million in humanitarian assistance to several municipalities. These funds are intended to reinforce the supply of potable water for rural populations through the rental of water trucks and fuel purchases over a 90-day period. This effort complements the Army’s ‘Operation Carro-Pipa’.

Following this, the state expanded its response by launching an emergency plan led by the Secretariat of Water Infrastructure and Sanitation (SIHS). This includes a preventive alert system via WhatsApp to notify all 417 municipalities of extreme heat and low humidity. The state has also established a technical workflow involving the Civil Defense, CERB, and EMBASA to deploy corrective measures within 7 to 10 days of municipal requests. These actions respond to climate forecasts predicting temperatures above 41°C and humidity levels below 15% in parts of central-west Bahia.
