Electricity access and off-grid energy in Africa
Overview
In Mozambique, electricity access has reached between 66.4% and 66.9%, according to the Ministry of Mineral Resources and Energy and the Mozambican Renewable Energy Association. While urban access is at 89%, rural access remains at 30%. Experts have noted a decline in new off-grid connections, which fell to 122,000 in 2025, missing the annual target of 180,000 to 200,000 required to meet 2030 goals. To counter this, the National Energy Fund has launched the National Program for Accelerating Electrification through Mini-Grids, aiming to install 363 mini-grids with an estimated $250 million investment.
Across sub-Saharan Africa, off-grid solar technology is being utilized to reach an estimated 398 million people without electricity. The number of users of off-grid solar products increased by 26% over the last two years, growing from 118 million to 149 million. Efforts to meet the 2030 goal of connecting 300 million people, known as Mission 300, involve collaborations between the World Bank Group and the African Development Bank, alongside technological partnerships to improve delivery and tracking in difficult terrains.
