Ciudad Juárez has experienced a series of localized emergencies involving infrastructure damage and weather-related disruptions. In early September, a heavy truck accident on Avenida Antonio J. Travelers attributed this shift to anxiety over rumored stricter inspection protocols regarding mandatory visa presentations for children. Following these incidents, heavy rains and electrical storms prompted an integrated emergency response from the General Directorate of Civil Protection and other municipal agencies. The storms caused flooding in sectors such as the Azteca neighborhood, road closures, and traffic light failures. While no deaths or injuries were directly linked to the weather, authorities monitored highways and dikes to manage water accumulation. In response to ongoing weather challenges, the Junta de Agua y Saneamiento de Juárez (JMAS) successfully deployed the Presa Filtros II for the first time. This infrastructure, which has a capacity of 385 million liters, helped regulate water flow and mitigate flood risks for approximately 35,000 families. The dam utilizes a dual-pipe system to manage initial water impact and allow for gradual release. Furthermore, new pluvial infrastructure on Apolo Street has addressed long-standing flooding for over 2,500 residents in the Olimpia neighborhood, infiltrating an estimated 100 cubic meters of water within eight hours.
