Ciudad Juárez has experienced a series of localized emergencies involving infrastructure damage and weather-related disruptions. In early September, a heavy truck accident on Avenida Antonio J. Bermúdez caused significant damage, toppling approximately ten light poles and damaging telephone wiring and private vehicles. During the same period, international border crossings between Ciudad Juárez and El Paso saw an unusual drop in traffic, with wait times falling to 10 to 15 minutes. Travelers attributed this shift to anxiety over rumored stricter inspection protocols regarding mandatory visa presentations for children.

Following these incidents, heavy rains and electrical storms prompted an integrated emergency response from the General Directorate of Civil Protection and other municipal agencies. The storms caused flooding in sectors such as the Azteca neighborhood, road closures, and traffic light failures. While no deaths or injuries were directly linked to the weather, authorities monitored highways and dikes to manage water accumulation.

In response to ongoing weather challenges, the Junta de Agua y Saneamiento de Juárez (JMAS) successfully deployed the Presa Filtros II for the first time. This infrastructure, which has a capacity of 385 million liters, helped regulate water flow and mitigate flood risks for approximately 35,000 families. Additionally, the city marked a security milestone with the inauguration of the Torre Centinela, attended by Governor María Eugenia Campos Galván, though the ceremony was disrupted by a severe storm. Concurrently, the municipal cleaning program ‘Juárez Amanece Limpio’ has reported progress in maintenance across 60 neighborhoods.
