Energy sector legal investigations in Mexico and Ecuador

Overview

Legal proceedings regarding energy sector irregularities have unfolded in Mexico and Ecuador.

In Mexico, federal authorities conducted operations on September 24 involving searches of properties and businesses linked to Carlos Alberto Velázquez Nieto, owner of Energética Carvel. These investigations, which have been ongoing since 2018, concern potential irregularities in the transport, storage, and distribution of hydrocarbons. The operations resulted in the seizure of at least seven companies, four service stations, and certain facilities in Ciudad Juárez. While the federal General Prosecutor's Office is involved, the Chihuahua State Attorney General's Office stated it has no active investigation against Velázquez Nieto.

In Ecuador, the State Attorney General's Office issued an abstention ruling for former Minister of Energy and Mines, Antonio Gonçalves, in the Progen case. The investigation into alleged embezzlement involving emergency electricity generation contracts concluded that Gonçalves's role was limited to political leadership and planning, with no evidence that he held operational control over payments to the contractor Progen Industries LLC.
