Energy security and sovereignty in Colombia and Venezuela

Overview

In Colombia, energy sovereignty and security have become central topics. The Colombian Association of Petroleum Engineers, Energy and Related Technologies (Acipet) proposed three measures to the national government, including recovering oil and gas exploration in onshore and offshore areas and designating strategic hydrocarbon projects as Projects of National Strategic Interest (PINES). Acipet President Martha Villarreal noted the need to maintain production capacity while transitioning to new energy sources.

To mitigate risks from the El Niño phenomenon, Colombia implemented Decree 1491, allowing thermal power plants to source fuel from multiple suppliers to ensure grid reliability.

In Venezuela, the electrical system is experiencing a significant deficit, with experts estimating a gap of nearly 3,700 MW between generation and demand. To address this, authorities announced plans to incorporate approximately 7,400 MW into the grid through agreements with General Electric and Impsa, while considering legislative reforms to allow private sector participation in electricity projects.
