England goalkeeper time‑wasting rule trial advances

Entities: Rochdale AFC · Tranmere Rovers · Premier League · Tranmere Rovers FC · International Football Association Board

Overview

In late July 2026, English football authorities highlighted a proposed rule to curb goalkeeper time‑wasting during medical treatment. The draft law would require a manager to name an out‑field player to leave the field for one minute within ten seconds of a goalkeeper’s medical stop; otherwise the team captain would be dismissed for the same period. Exceptions were listed for serious injuries such as bleeding or concussion.

The next day a coalition of the FA, Premier League, EFL, National League and Women’s Super League confirmed a pilot of the rule, pending IFAB approval. Howard Webb chaired the discussions, and IFAB approved two variations, with the English bodies opting for the nominated‑player format.

The International Football Association Board subsequently gave formal approval for the trial. It specifies that the manager has ten seconds to name an out‑field player who must leave the pitch for one minute; if no player is named, the captain must exit. The team then plays with one fewer out‑field player for that minute after play resumes. The sanction will be applied across the Premier League, EFL, Women’s Super League and National League during the 2026/27 season. The first test will be the Carabao Cup preliminary‑round match between Tranmere Rovers and Rochdale on 1 August 2026, with a parallel version in Australia’s A‑League where the captain always leaves. The rule contains exceptions for visible bleeding, suspected concussion or other serious injuries. The initiative was prompted by Leeds United manager Daniel Farke’s complaint that Manchester City goalkeeper Gianluigi Donnarumma had feigned injury to gain a tactical timeout.
